D'Andre Lampkin

D'Andre Lampkin grew up in South Central Los Angeles, in a neighborhood shaped by poverty, gangs, and challenges that could easily have limited his future. Instead of allowing where he started to determine where he would end up, he chose a life of public service.
That decision began early. At 14, D'Andre joined the Law Enforcement Explorer Program, setting him on a path of service that has continued throughout his adult life. Today, he serves as a Los Angeles County Deputy Sheriff, Ontario Planning Commissioner, nonprofit founder, emergency-management practitioner, instructor, and business leader.
His life has been guided by a simple conviction: leadership means showing up, doing the work, and being prepared when people need you most.

A California POST-certified Academy Instructor and LA County Deputy Sheriff, D'Andre has earned commendations for quality of service, mental health crisis response, community outreach, and youth education. His instructional focus includes emergency management, terrorism, public safety, and community resilience.
Nonprofit founder & CEO
Founded the D'Andre D. Lampkin Foundation in 2017 — a GuideStar Platinum-rated 501(c)(3) advancing food security, scholarships, youth development, disaster recovery, health and wellness, and civic engagement under the motto: 'Building Stronger, More Resilient Communities, Together.'
Emergency management & disaster recovery
Led disaster preparedness, response, and long-term recovery efforts across Southern California and beyond — including the Woolsey Fire, 2025 LA Wildfires, Hurricane Maria, the Ontario Francis Incident, and the COVID-19 pandemic. Serves as Vice Chairman of LARCRO and is regularly quoted by AP and CAL Matters on FEMA aid and community resilience.

Directed programs connecting underserved youth with scholarships, job training, and mentorship — rooted in his own experience growing up in South Central LA. Holds a B.S. in Criminal Justice Administration and an M.S. in Homeland Security & Emergency Management with High Honors from National University. Serves as a City Planning Commissioner for the City of Ontario, Board Member of the Esperanza Scholarship Foundation, and Board Member of the Creekside West Village Master Association. Also the Founder and CEO of Care Staffing Professionals, a healthcare staffing company supporting facilities and workers across California.
Prepared for Leadership When the Decisions Are Real
D'Andre's public-safety career has placed him in environments where decisions have consequences and preparation matters.
His professional development includes FEMA and National Incident Management System coursework as well as advanced Incident Command System training through the California Governor's Office of Emergency Services, including ICS-300, ICS-400, and ICS/EOC coordination. He has also successfully completed the Los Angeles County Sheriff's Department Academy Instructor Certification Course and met the program's instructor competency requirements.
For the 2026 FIFA World Cup Fan Zone operations in Los Angeles County, D'Andre prepared comprehensive Event Action Plans built around the Incident Command System, incorporating incident objectives, organizational structure, personnel assignments, communications, medical planning, safety planning, crowd management, specialized resources, and interagency coordination. He also served within the operational structure as an Assistant Division Supervisor.
Years earlier, he prepared an Incident Action Plan for a complex nuisance-abatement operation at Whittier Narrows and was designated Deputy Incident Commander, demonstrating experience translating public-safety objectives into organized field operations.
In August 2026, during a bomb threat at Raging Waters that resulted in the evacuation of approximately 2,370 patrons and employees, D'Andre established the Command Post as Sheriff's personnel, K-9 teams, lifeguards, facility staff, and neighboring units converged on the incident. The subsequent After Action Report documented command and control, resource accountability, geographic search planning, mutual aid, evacuation considerations, and D'Andre's recognition of the nearby Bonelli Park Dam as critical infrastructure and a predictable responder route requiring additional attention.
These experiences have reinforced his belief that safe communities are built through more than response. They require preparedness, coordination, infrastructure, communication, and leadership before an emergency ever occurs.
Developing Other Leaders
D'Andre also believes leadership includes preparing others to lead.
His instructional work includes scenario-based disaster-response education designed to teach law-enforcement professionals how to operate within the National Response Framework and coordinate with fire departments, emergency management, public works, public health, schools, parks, nonprofits, faith-based organizations, and community partners during major emergencies.
He has also developed specialized law-enforcement instruction on animal-cruelty response and investigation, including scene management, evidence preservation, veterinary forensics, applicable California law, and coordination with partner agencies.
In 2023, D'Andre was recognized by the American Legion as California Law Enforcement Officer of the Year for Community Service, reflecting a career that has consistently connected public safety with community service, youth engagement, and problem solving.

Experience Shaping Ontario's Future
D'Andre also brings direct experience inside Ontario municipal government.
As an Ontario Planning Commissioner, he participates in decisions and public conversations involving land use, development, neighborhood compatibility, responsible growth, and the long-term future of the city.
That experience has taught him that responsible growth is more than approving the next project. It requires looking at how housing, roads, infrastructure, public safety, parks, businesses, utilities, and community services work together — and considering what decisions made today will mean for residents years from now.
As District 3 grows, D'Andre believes residents deserve a Councilmember who understands that process before taking office.
Building Stronger Communities Beyond Government
In 2017, D'Andre founded the D'Andre D. Lampkin Foundation, a nonprofit organization dedicated to Building Stronger, More Resilient Communities, Together.
The Internal Revenue Service recognized the Foundation as a 501(c)(3) public charity effective February 6, 2017, and California records subsequently documented its tax-exempt status and good standing.
Through the Foundation, D'Andre has worked across food security, scholarships, youth development, disaster recovery, health and wellness, volunteerism, and civic engagement.
He also serves as Vice Chairman of the Los Angeles Region Community Recovery Organization, supporting long-term recovery and resilience efforts following major disasters.
His experience extends into the private sector as well, where healthcare and business leadership have reinforced the importance of managing people, resources, budgets, partnerships, and accountability.
His policy and professional experience have also contributed to published work examining public safety, emergency management, disaster recovery, and community resilience.
Mentoring the next generation of community leaders
Ready to Lead on Day One
District 3 is entering one of the most consequential periods of growth in Ontario's history.
New neighborhoods are being built. Infrastructure is being expanded. Businesses are arriving. Public-safety and emergency-service demands are changing. Residents are asking for better roads, stronger communication, more community amenities, thoughtful development, and a City Hall that listens.
Those challenges will not wait while a new Councilmember learns how government works.
D'Andre brings experience inside municipal government and outside of it — in land-use decision-making, public safety, emergency management, organizational leadership, nonprofit service, business, instruction, and community engagement.
He does not believe leadership means having every answer. It means knowing how to listen. Knowing how to prepare. Knowing how to bring the right people together. Knowing how to make difficult decisions when the information is incomplete. And knowing that public service ultimately means being accountable to the people you serve.
That is the experience D'Andre Lampkin is prepared to bring to the Ontario City Council from Day One.
Outside of public service, D'Andre enjoys hiking, cycling, working out, writing, karaoke, mentoring young people, and exploring the cultural and historic places that make Southern California unique. And whether he is responding to an emergency, reviewing a development proposal, walking a District 3 neighborhood, or sitting across the table from a resident, the principle remains the same: Show up.
