Ontario Development Transparency Dashboard — D'Andre Lampkin for Ontario City Council

A Transparency Project by D'Andre Lampkin

Ontario Development Transparency Dashboard

See what's proposed. See what happened. See who made the decision.

Public records about development decisions are often spread across maps, reports, agendas, staff reports and meeting records. This dashboard is designed to bring those records together so residents can see what was proposed, where it was proposed, what happened, and which public body made the decision.

Campaign-Created Public Records Tool

This dashboard is not an official City of Ontario website. Information is compiled from publicly available government records. Every project record should link back to its original public source whenever available.

Why I Built This

"Transparency should mean more than publishing documents and expecting residents to find them. Public information should be understandable, searchable and easy to explore. I created this tool to demonstrate what accessible government information can look like—and to offer a preview of the kind of transparency I hope to advance if elected to the Ontario City Council."

D'Andre Lampkin

Current published scope: substantive Ontario planning and development records reviewed through June 2026, including select prior-period actions. This is a growing dataset and is not yet a complete historical inventory of every development project in Ontario.

Overview

Verified Planning Records

62

Verified Application Files

44

Needs Review

1

One file remains excluded from public project data because City records contain an unresolved file-number conflict.

These counts do not represent every permit or application received by the City. The dashboard's defined dataset includes substantive development and land-use applications and actions while excluding routine signs, temporary/event permits, short-term rentals, routine staff-level historic maintenance waivers, and ceremonial items.

Project Explorer

Search & Filters

?

Use the filters above to explore the currently published 62 verified planning records. Council district assignments have been verified for 47 of 62 planning records. Fifteen boundary or location-sensitive records remain under verification and are available under "District Not Yet Verified."

A planning record may appear under more than one City File Year when its related City files span different years. Year-filter counts therefore should not be added together to determine the number of unique records.

Project Explorer

62 verified planning records

A project vote is not the same as writing the rules. Planning Commissioners review individual applications under the City's existing General Plan, zoning, Specific Plans, Development Code, environmental requirements, and applicable law. City Council is the elected legislative and policymaking body responsible for the broader land-use framework.

Growing Verified Dataset

62 verified planning records are currently published, covering January–June 2026 and select prior-period actions. Scoped dataset metrics are now available above. Broader project-outcome and citywide development metrics will remain unavailable until their underlying denominators can be verified without double-counting related files, policy actions, or Specific Plan capacity.

Industrial Activity

Warehouse & Logistics Snapshot

Warehouse activity is one of the most discussed development issues in Ontario. This section separates physical warehouse developments from truck yards, manufacturing uses, policy actions, and other industrial activity so residents can see exactly what the verified public records show.

Verified Warehouse / Logistics Developments Represented

Entitlement date distinction

The warehouse building was previously entitled in 2023. The 2026 action approved refrigerated cold-storage use within the previously approved warehouse facility. The 785,803 square feet is therefore not counted as new warehouse building area approved in 2026.

What Is Not Counted as a Warehouse?

The dashboard does not automatically classify every industrial project as a warehouse. Truck/trailer parking facilities, towing yards, manufacturing facilities, environmental-services facilities, standalone storage uses, and logistics-related policy actions are excluded from warehouse-development totals unless an official record establishes a warehouse/logistics building use.

  • Eucalyptus Avenue Outdoor Truck-Trailer Parking FacilityTruck / Trailer — not warehouse building area
  • Great White Label Pharmaceutical ManufacturingManufacturing
  • 525–529 West State Street Vehicle Towing YardTruck / Trailer / towing yard
  • 13975 South Walker Avenue Green Waste Recovery FacilityEnvironmental Services
  • South Ontario Logistics Center Specific Plan AmendmentPolicy / Legislative — not a physical warehouse development
How Warehouse / Logistics Is Classified

A development is classified as Warehouse / Logistics when the City's official source documents — staff reports, Notices of Determination, or CEQA addenda — expressly describe the use as a warehouse, distribution, or logistics facility. Official project and use documentation controls classification. A broad "Industrial" project type label alone is insufficient to classify a project as a warehouse development.

Square footage figures are taken directly from official source documents. No estimates are made where a source does not separately establish warehouse floor area. Ancillary structures (truck-maintenance buildings, office components) are reported separately and are never added to warehouse floor area totals.

Specific Plan theoretical capacity, policy amendments, and legislative actions are not counted as physical warehouse developments regardless of their Industrial project type designation.

Building-permit and construction status were not reviewed for any record in this dataset. "Approved" reflects entitlement status only.

Housing Activity

Housing Development Snapshot

Housing activity can involve development plans, subdivision maps, development agreements, zoning or Specific Plan changes, and projects approved in earlier years that return for later actions. This snapshot separates physical housing developments from policy capacity and distinguishes units approved during the current review period from units approved previously.

7

Physical Housing Developments Represented

Seven verified physical housing or residential-development groups are represented in the current dashboard dataset.

5

Developments With Verified Unit Counts

Five of the seven physical housing developments have an officially verified dwelling-unit count.

1,686

Verified Dwelling Units Represented

Includes approved and proposed/pending units associated with the five developments whose unit counts are verified.

320

Approved Dwelling Units Represented

Verified dwelling units associated with developments whose underlying housing entitlement has been approved.

1,366

Proposed / Pending Dwelling Units

Proposed in the Archibald Avenue & Inland Empire Boulevard mixed-use development. Not approved.

2

Developments Without Verified Unit Counts

Grand Park residential subdivision and West Haven — lot counts are not treated as dwelling-unit counts.

Approval-Period Breakdown — Approved Dwelling Units

Approved during January–June 2026 — 240 units

  • 206 West D Street Townhomes — 15 units
  • Risewell Homes, Hamner Avenue & Ladybug Paseo — 225 units

Approved before 2026, represented by 2026-related records — 80 units

  • 855 South Benson Avenue — 30 units; underlying Development Plan approved in 2020
  • Holt Boulevard & Imperial Avenue — 50 units; underlying Development Plan approved in 2025

The 80 prior-period units are included in the total number of approved dwelling units represented by the dataset, but they are not counted as housing units approved during January–June 2026.

Qualifying Physical Housing Developments

Housing Policy / Planned Capacity

The following represents Specific Plan theoretical maximum buildout capacity — not project-level entitled dwelling units.

CenterPark Specific Plan

Up to 4,293 dwelling units — Specific Plan theoretical maximum buildout capacity

Planned Capacity
Planned capacity is not included in the 1,686 verified project-level dwelling-unit total.
What Is Counted as a Housing Development?

Physical residential and mixed-use developments are counted once by development group, even when multiple City files are associated with the same site. Policy amendments, Specific Plan capacity, accessory structures, garages, commercial condominiums, and reporting records are not counted as separate physical housing developments.

Subdivision lot counts are not automatically treated as dwelling-unit counts. A dwelling-unit total is published only when supported by an official record.

"Approved" reflects entitlement status only. Building-permit issuance and construction status were not reviewed for any record in this dataset.

Civic Education

Who Makes This Decision?

Development decisions in Ontario follow different review paths depending on the type and scale of the project. Not every project goes through every stage.

Application

Applicant submits development application to the City of Ontario Planning Division.

Staff Review

City planning staff reviews the application for completeness, zoning compliance, and applicable standards.

Planning Commission

The Ontario Planning Commission reviews development applications case by case, advises the City Council on planning matters, and serves as the decision-making body for many entitlement applications.

City Council

Broader legislative and policy decisions, appeals, and certain project types may require City Council action.

Final Action

A final decision is recorded in official minutes, resolutions, or conditions of approval.

Different types of development decisions may follow different processes. The diagram above is a general guide, not a guarantee of the path any specific project will take.

Don't take my word for it. Check the source.

Every project, decision and statistic should be traceable to the underlying public record whenever that record is available.

Transparency

Source First: See the Record for Yourself

Every statistic on this dashboard should be traceable to the underlying public record. Select a project, chart or data point to see the records used to produce it.

Data Standards

Methodology

Records are collected from official City of Ontario sources including Planning Commission agendas and minutes, City Council records, the City's Planning Projects Map, and related public documents. Each project record is standardized to a common format and cross-referenced against at least one official source before being included.

Classification standard: A project should not be classified as approved, denied, pending, withdrawn or otherwise unless that status can be supported by an official record.

Known Data Limitations

Records reflect the most recent official government documents reviewed. Development applications may be revised, appealed, withdrawn, approved, or replaced, and earlier application versions may differ from later approved scopes. Where material changes are identified, revision notes are preserved in the individual project record. This is a growing verified dataset and does not represent the complete universe of Ontario development projects. Broader citywide outcome metrics remain under development and will only be published when their underlying project-level denominators can be calculated without double-counting related files, policy actions, or Specific Plan capacity. Pending project statuses reflect records reviewed through June 2026.

Development records can change as applications are revised, appealed, withdrawn, approved or replaced. This dashboard reflects the latest official records reviewed as of the date shown.

Verification Status Key

Source Located

At least one official government record has been found.

Cross-Checked

Key information confirmed using more than one official record.

Verified for Publication

Sufficient source support to appear publicly on this dashboard.

Needs Review

Records conflict, are incomplete, or require human verification.

Only records marked "Verified for Publication" contribute to public totals, charts, and statistics. "Verified" means the dashboard entry has been checked against official City of Ontario public documents — it does not mean the City approved the project.

Transparency should include access to the underlying data. Download the public fields used in this dashboard and review the source records yourself.

Downloads reflect the public dataset currently displayed on this dashboard and may be updated as additional official records are verified. All records are sourced from publicly available City of Ontario government documents. Internal review notes, vote-history fields, and records pending verification are not included.
