"Transparency should mean more than publishing documents and expecting residents to find them. Public information should be understandable, searchable and easy to explore. I created this tool to demonstrate what accessible government information can look like—and to offer a preview of the kind of transparency I hope to advance if elected to the Ontario City Council."

A project vote is not the same as writing the rules. Planning Commissioners review individual applications under the City's existing General Plan, zoning, Specific Plans, Development Code, environmental requirements, and applicable law. City Council is the elected legislative and policymaking body responsible for the broader land-use framework.

How Warehouse / Logistics Is Classified
A development is classified as Warehouse / Logistics when the City's official source documents — staff reports, Notices of Determination, or CEQA addenda — expressly describe the use as a warehouse, distribution, or logistics facility. Official project and use documentation controls classification. A broad "Industrial" project type label alone is insufficient to classify a project as a warehouse development.
Square footage figures are taken directly from official source documents. No estimates are made where a source does not separately establish warehouse floor area. Ancillary structures (truck-maintenance buildings, office components) are reported separately and are never added to warehouse floor area totals.
Specific Plan theoretical capacity, policy amendments, and legislative actions are not counted as physical warehouse developments regardless of their Industrial project type designation.
Building-permit and construction status were not reviewed for any record in this dataset. "Approved" reflects entitlement status only.
Housing Development Snapshot
Housing activity can involve development plans, subdivision maps, development agreements, zoning or Specific Plan changes, and projects approved in earlier years that return for later actions. This snapshot separates physical housing developments from policy capacity and distinguishes units approved during the current review period from units approved previously.

What Is Counted as a Housing Development?
Physical residential and mixed-use developments are counted once by development group, even when multiple City files are associated with the same site. Policy amendments, Specific Plan capacity, accessory structures, garages, commercial condominiums, and reporting records are not counted as separate physical housing developments.
Subdivision lot counts are not automatically treated as dwelling-unit counts. A dwelling-unit total is published only when supported by an official record.
"Approved" reflects entitlement status only. Building-permit issuance and construction status were not reviewed for any record in this dataset.

Who Makes This Decision?
Development decisions in Ontario follow different review paths depending on the type and scale of the project. Not every project goes through every stage.
Application
Applicant submits development application to the City of Ontario Planning Division.
Staff Review
City planning staff reviews the application for completeness, zoning compliance, and applicable standards.
Planning Commission
The Ontario Planning Commission reviews development applications case by case, advises the City Council on planning matters, and serves as the decision-making body for many entitlement applications.
City Council
Broader legislative and policy decisions, appeals, and certain project types may require City Council action.
Final Action
A final decision is recorded in official minutes, resolutions, or conditions of approval.
Different types of development decisions may follow different processes. The diagram above is a general guide, not a guarantee of the path any specific project will take.

Data Standards
Methodology
Records are collected from official City of Ontario sources including Planning Commission agendas and minutes, City Council records, the City's Planning Projects Map, and related public documents. Each project record is standardized to a common format and cross-referenced against at least one official source before being included.
Classification standard: A project should not be classified as approved, denied, pending, withdrawn or otherwise unless that status can be supported by an official record.
